The Township of Chester currently owns nine fine park facilities that are available for use by Township residents. The Township continues to try to meet the needs of the community for open space and recreational facilities as well as resource protection for the long-term health of the community. The Township’s successful open space acquisition program is funded in part by a dedicated property tax levy of .02/ $100.00 of assessed value. The funds collected have been used in conjunction with grants from the Morris County Open Space Trust Fund and the State of New Jersey’s Green Acres Program. The Township’s parks are administered by the Parks Advisory Committee, an appointed volunteer group, which is responsible for developing park facilities, setting park rules, and governing park use by groups. Groups interested in using park facilities may obtain an application form below, and a schedule of fees for use from the Township Municipal Building.
Potential Volunteer Park Projects
Tanners Brook Preserve Trail – Phase 2 – Trail extension along the northern boundary of the property to connect with Patriots Path Trail to form a loop trail opportunity.
Multi-Parks – Trail and Pathways Blazing with colored foam board trail markers.
Chubb Park – Development of wood chip base Walking Trail connecting to Patriots Path from Pond and from Playground.
Multi-Parks –Build and install map holders at trailheads and a new Trailhead Kiosk at Chubb Park.
Environmental Improvement Projects
Tiger Brook Park & MacGregor Preserve – Removal of exotic plant species – Japanese Barberry, woody invasive shrubs and creation of wildlife cover brush piles.
Tiger Brook Park & MacGregor Preserve – Native shrub and plant installation.
Highlands Ridge Park & Evans Family Preserve – Removal of invasive plant species – Japanese Barberry, woody invasive shrubs and creation of wildlife cover brush piles.
Multi-Parks – Construct and install bat houses and/or bee habitat boxes to improve habitat within the Township.
General Park Improvement Projects
Chubb Park– Create a landscape bed with shrubs and perennials at the playground tennis court entrance.
Multi-parks – Create landscape beds with shrubs and perennials at park entrance signs – Chubb Park, Highlands Ridge Park, Evans Family Preserve at Willow, MacGregor Preserve, Tiger Brook Park at Cooper Lane.
Multi-Parks – Create disabled access pathways of crushed stone and quarry dust from roadside or parking areas to facilities or to spectator seating areas – Chubb Park, Highlands Ridge Park.
General Park Rules and Regulations
- Parks are closed from dusk until dawn.
- Alcoholic beverages are prohibited.
- Open fires are prohibited – EXCEPT WITH CAMPING PERMIT
- Hunting is prohibited – EXCEPT BY SPECIAL PERMIT.
- Motor vehicles are prohibited on park grounds and trails.
- Bicycles are not permitted on hiking trails.
- Camping by permit only and in designated areas only.
- No overnight parking of vehicles allowed.
- Recycle all aluminum and plastic containers. Glass is not permitted.
- Golf practice and off-leash dogs are not permitted.

Integrated Trails Plan
The Chester Township and Chester Borough Environmental Commissions, along with Conservation Resources Inc., are pleased to present the Chester Integrated Trails Plan, created with funds granted by the Association of New Jersey Environmental Commissions. This Integrated Trails Plan makes recommendations for how to link trails, parks, open space, library, schools, and shopping with neighborhoods and regional trail networks.
